"Resolved by the Senate
and House of Representatives of the United States in Congress assembled,
that the Secretary of War be, and is hereby authorized and directed,
to accept deed and conveyance of a certain tract of land...known as the
Highwood Tract in Lake County, Illinois, containing five hundred ninety
eight and one-half acres, lying on Lake Michigan, north of the city of
Chicago, and distant twenty five miles, this tract being a tract donated
by the Commercial Club of Chicago...for military purposes."
